What I noticed with African movies like these is the fact that the lead characters seem to put justice in their own hands. There are no police force or a group of police men to back them up. Here, Pete only hunts the bad men with one detective named Andrew who it turns out also has ulterior motives. I've also seen a film or two  that shows the same premise, it seems during such time these films were made, police men are quite a rarity or maybe they just lack the budget to hire group of law enforcer characters.
